I don't see how it can take a whole shift to fix someone, even if they are /fucked/.You might be good enough at medbay to fully reconstruct someone back to health, but that'll take significantly more time and effort then rounds generally last.

I can think of one easy way to encourage exploration and actually prevent miners from speedrunning fauna/tendrils.
Remove GPS signals from fauna and tendrils. This way you mine a lot of shit, while exploring, and you don't just rush the G A M E R L O O T

I actually really like that idea, except that they can just build a scanner as well next to the console and use their OOC knowledge to operate it.

Your idea is nice, but then they could just dump a bunch of Genetic Sequence Analyzers and let people make the mutator themselves, which would lead right back to the "mutation vendor" issue.

They have things to do ! Now everytime they want to make a mutator for someone, they have to actually look for someone with the sequence, get them to genetics, activate it and print the mutator. I agree that Manuel would be a good fit for some of the more Roleplay-Heavy gamemode. Devil is nice, and I've had enjoyable shifts where people TC traded for it and created an interesting narrative. I believe Abductors does not present enough threats to the crew to warrant being the primary gamemode...
