Can you limit his hours per week automatically? Otherwise I agree with denying it for a year. Even if we can't do it automatically, it's possible to just track this guy's actual playtime over a month or so. Yesterday due to acting captains and promotions we had a lizard captain, moth CE, cat CMO, and a moth RD.
Then a human captain joined and there was a power struggle but we had to leave due to a bad power sink before anything could come of it.
