Wait so why isn't this a thing? And we can do this ourselves with mapping? Was planning a Nostromo map but that would need several layers (Alien Isolation provides full map of ship and its interior!). This creates only the illusion of multi-level ships, anything like atmos and bombs don't translate...

Are permabans actually permanent, that is, until successfully appealed? Yes, but as Steelpoint said, it's just a ban for an indefinite period of time; there's an actual blacklist of players to never unban however you'd never get onto it unless you were trying to.
