What races are playable roundstart are completely up to the server owners as that's all in the config (Roundstart flies are a memerace in my opinion).

Roundstart flypeople (like lizards) shouldn't be allowed to be heads in code, but yeah teleporter accidents are all in game stuff.

Upon further review, the code that handles who can be heads (qualifies_for_rank()) is garbage and not set for any race besides humans, lizards, and plasmemes.

Thus they can be roundstart heads.

They shouldn't be heads, but only for a mechanical reason: they're not human and it tips the scales of revolution even further than normal when the AI's not on side.
