I am in support of this. Chaplain players are, if not much more, dedicated to their RP than Clown or Mime players tend to be. It would be interesting to see how they decide to dress up.

Because player interaction. Same reason Botanists do not have access to Chemistry. The Chaplin can easily just go ask the clown or Mime for some clothes, or even ask the HoP directly for theatre access.

If the Clown is being a goof then go ask HoP for access. Clowns are annoying but usually if you ask nicely they will let you get clothes for your RP needs.

Clown planet has a sad history. Let me tell you about the mime babies, routinely honked and hit with cream pies. The Mime children slipped by High School clowns and being unable to tell anyone or get help. The poor mimes who cannot even find a job in Clown society and end up destitute. Clown-on-Mime abuse is a serious thing and not a laughing matter. For 500 plasma sheets, you can help stop Mime abuse by Clowns and send them all to Space France where they may hone their craft and annoy/bemuse tourists with their shenanigans.
