FNR bans and post approval are the jurisdiction of the current headmins and nominally solved via forum PMs as FNR is technically for ingame stuff. I asked the headmins about this thread and didn't get a real response on where they'd like it handled so your best bet is to send a forum PM to one of the headmins.

Sorry for the delay on this, we were in part discussing how these appeals should be handled.

We still need to put our thoughts in writing on that point, but it's unreasonable to leave this hanging about any longer in the meantime.
