They've added it to a different bill with a rider, apparently
And facebook is auto-deleting any links to it, apparently

Are you guys seriously banana republic tier that you let corporations attach stuff to your laws to make their wishes laws? That's pretty pathetic

This has been happening every 4 months, and it will continue to happen until it finally sneaks in somewhere or the higher ups get tired enough of seeing it that they pass it. Much like ban appeals.

Best case scenario they keep butting their heads against the wall until they run out of avenues of legal attack.

Which just leaves republicans being mindless figurehead whores, the filthy sort who don't use condoms like the democrats.

The only hope seems to be to have Congress pass a law of this sort and then have the highest court in the land strike it down. For this to happen, however, the highest court in the land needs to adopt the opinion that net neutrality is a good thing. This seems to be happening, but it's extremely slow going, so the best thing US citizens can do for now is to strike down any net neutrality laws for as long as possible and allow for as much time as possible for the Justices to adopt the "net neutrality is good" stance.
The bureaucracy is expanding to meet the needs of the expanding bureaucracy.
