Have it spawn in the Theater, perhaps in the lockers no body uses. Another tool for the HONKing clown to use, especially if they manage to get technical storage access.
Please have it able to be deconstructed though, otherwise it'd be a waste of metal and other resources we (usually?) have a limited number of.
