Isn't creating chaos at all, some rounds just end and nothing more comes from it.

We need the Tensioner back.

Mulligan is just pretty awful conceptually. It fucks over the station in certain gamemodes and is prolongs rounds beyond where they need to be.

I've told Incoming multiple times it should be admin-choice by default to make the round go on, not to stop it from doing so. Ex; round would end, admins get a popup "Continue round? Pick your antags" and if nobody selected anything it would end.
