Changing the Escape Shuttle after purchase.

As I've played several rounds where someone like the HoP gives themselves captain's access and immediatly orders the asteroid shuttle, maybe at an increased cost and locking out the previous shuttle, we could order a new shuttle instead.

Or maybe make the captain be responsible and purchase the shuttle.

Or get the HoS to arrest the HoP.

If there's no captain it should be free game for the HoP. If there's a captain it should end with a HoP jobban for being a little sniveling shit
