I honestly recommend skipping all the DLC except ones you ABSOLUTELY want to have. Unless it's a sale, in which case grab whichever looks decent enough.
Courier one is actually important for easy access to lasers and flashlights, and some other weapon customisation items that are actually pretty good. Probably actually one you should get if you want to do DW easily.
But that's where my opinion begins to differ from An0n3's.
In my opinion:
RPG is crap. You're better off finding a sustainable solution than the RPG's 'OH SHIT' button, since you don't get to use it much. Unless you like teamkilling. I'm fairly sure that was the only weapon that can teamkill, and to be fair that can be very amusing if you bring a pub who isn't expecting it.
If you must do massive amounts of damage, sniper pack. Though it will still be a specialist weapon and you're going to use your secondary most of the time instead.
Shotgun DLC is not important at all. Shells are neat but ultimately not that useful. Want to shoot at range? Get a rifle. Want AP? Get the skill for it. Want to light enemies on fire? BBQ pack. More damage? It's a shotgun, how are you not killing things with it as is? I main shotguns and I ended up not using any shotgun pack stuff. It's just not that good when it comes down to it.
Can't say much on the AK/Car, I suppose if you like those weapons a lot and how they handle you can get it. I personally don't like them at all, so I didn't.
Best perk decks as far as I can tell are free, get only the ones you know you will use. Or you're just wasting money on stuff that's going to collect virtual dust, you can only have one active at a time. That said, some people do love their alternate characters and I know people who bought heister DLCs just to use that heister ingame.
BBQ pack I'd actually recommend if you're there for the FUN. I disagree with the AA-12 being good, but I suppose you can find a use for it if you really try hard for it. Flamethrowers are not efficient or effective on high difficulties, but it's pretty amusing to see them dance. Molotovs are decent at low difficulties, but they lose their use pretty quickly.
Also don't bother getting heist packs unless you're the host often, only the host needs the heist DLC to bring in people and play it
