Your side of the story: This is going to jump around a bit, but even though most of the note relevant stuff happens towards the end of the round, there are some context clues we need to touch on.
Round start, and it’s setup the SM time. During my trip down to atmos to grab co2 cans I notice that there are 2-3 heretic rifts inside engineering. It’s close enough to the start of the round that that means that one of the people in our department is a bad guy. It’s whatever though, I have plans to build a massive death star at the aux base and we leave it at that. I enter atmos, and both techs are doing their normal atmos setup, I make a mental note of the fact that they probably didn’t mess with the rifts and move on.
Later, during prep for the aux base construction Mr. Fish is arrested by security and there is general chat about him being a heretic. Although I was not paying too much attention to general or departmental comms, I do remember him being arrested.
Skipping ahead to the aux base construction, myself alongside another engi and an atmos tech arrive to begin our work. Emitters need to be setup, and an area needs to be cleared for the landing zone. I grab a plasma cutter and move planetside to start clearing the area. After we set the base marker down, the engi we brought to the aux base to construct stuff screams over the radio in stuttered heretic speech. We return in something of a panic, fearing that our friend had been killed or worse. When we inspect the aux base, we find a heretic rune, blood, signs of a fight, and the remains of the engineer’s gear.
I order the atmos tech to grab the fireaxe, as there appears to be a heretic engineer targeting fellow engineers. We split up to return to the engineering lobby. During my return I pass fish, who I ask for a bag check since they were arrested for being a heretic before, and we know that there is a fellow engi doing heretic stuff. He declines, says that I’m not security, and I say ok and then he leaves. I don’t press the issue or try to talk further, because being alone and trying to talk to someone who can instantly mute and stun you in a singular click seems like a bad idea. I continue to engineering where we find the CE. I ask the CE for their baton, they state that Fish is a heretic with the CE as their sac target. Security has obviously done nothing to stop this threat, and the CE is instantly on board with the idea of a manhunt to find our engineer. Impulsively and on a whim, we decide to go out looking for both Fish and our MIA engineer. We don’t gear up, we don’t make any batons or equipment besides a pair of zipties from wire I already had on me. Our intention at that point is to find the engineer who got sac’d or get the information of their whereabouts from Fish.
During our search, we find Fish before we find the engineer. I run up to them with my brain in fight mode and start to shove. They run, and eventually we achieve a wallstun and paralyze. At this point, both the CE and the atmos tech that is with us have the capability to either stun for longer or start killing. Neither do, and the atmos tech with the fireaxe decides to shove instead, as we are not interesting in killing this guy. We get a tablestun off, and before a 2-3-2 or cuff can be applied, Fish breaks their blade and escapes. After this point, none of us attempt to fight or chase him again. We find the missing engineer, take him back to engineering, and start to focus on repairing the heretic trauma. Even later, when Fish arrives and starts killing people inside of engineering, we don’t chase or fight, we run. We had zero intention of validhunting Fish, and even with ample opportunity and justification we decided to run. Finally we flee the station to lavaland, and the round ends there.
Why you think you should be unbanned: This wasn’t validhunting. When a rogue heretic on the cusp of ascension is released by security and killing off your co-workers and terrorizing your workplace you have every right to try and stop them. If your department head requires 2 words of convincing to join a search party then the command staff obviously think that security doesn’t have it under control. Despite that, we were only looking for our missing engineer, and the second we found him, we stopped. Admin PMs or not, we had every justification imaginable to fight Fish later on in engineering, and instead I pulled our now alive engineer away from the fight and ran.
There is a particular rule 4 precedent that reads:
“The dead dog litmus test: Players may hunt specific threats or antagonists who have identifiably done something to wrong that particular player, the Ur-example being that players may seek revenge against those who harm their departmental pets. Players who choose this path are empowered to act as security in regard to that specific threat, but as per the main rule must also follow related restrictions on security play. This can also be applied to an assault of a character you've had significant interactions with, in the current round, and it does not apply to cross-round or OOC friendships.”
In this situation, given that we had in round IC interactions with the engineer who was killed, and were planning on building things with them, and that the heretic in question had attempted to kill our department head, I think we had enough justification to go out looking and attempt to non-lethally apprehend.
Anything else we should know: Bmon is still an excellent admin, and I’d like to say thanks for his patience with me in PMs and his willingness to bring the discussion into the next round as well as amend the note to expire. I wouldn’t have made this appeal were it not for the advice of several other people involved in the incident. That being said, I think I’m in the right, and I’d like to discuss it further.

Hello there! I have reviewed the logs again, allow me to use my rather newbie tier log diving skills to try to clear this up for you.
Near the beginning of the round Fish is briefly detained and searched by Security in what seems to be a mix-up between them and the RD who the CE saw absorbed a rift in Engineering:

Important to bring this up since Culls used this as one of his points to later hunt Fish. They were never arrested, only briefly detained and searched.
I don't think anything else is relevant until the CMO(also a heretic) is informed of Fish's status as a heretic and their targets.
The CMO helps Fish get a tail for a ritual then they both go on their way. Fish also told the CMO that they were going after Checks, although the CMO never told anyone about this as far as I am aware.
Fish does a bit of hereticing and pretty cleanly sacrifices Checks alone in the Aux base build area without seemingly alerting anyone.
During this time the CE has an interaction with the CMO in which they are informed that Fish is a heretic and that they are a target of them:
We're going back in time about ten or so seconds but I think it makes more sense to format things this way. Culls is on Lavaland with the Atmos Tech Elysius Uruma trying to mark the Aux Base drop location when Culls tries to radio Checks, they eventually reply, stuttering:
Fair enough for Culls to assume something happened to Checks. From what I can see Culls next returns to the Aux Base build site on the Station:
In the hallways, Culls see Fish and stop them. Note, at this point there is very little to no evidence pointing towards Fish being a heretic besides a search from Security and rifts being opened in Engineering:
Now trying to search someone Culls at the very best suspected of being a heretic is kind of a red flag if anything, it's Securities' job to search people. At this point, I switched from observing Fish to Culls.
Culls the CE and the Atmos Tech gather in the Foyer where this next conversation takes place:
A three-man conga is now formed with Culls leading it. They leave Engineering, heading towards Dorms where Culls last saw Fish. The Atmos Tech being armed with an Axe which Culls previously told them to get.
Meanwhile, in Fore Maints, Fish is speaking with a Security Officer when the three roll up on them and immediately start to shove stunlock/grab them without a single word being said. The overwhelming majority of combat logs come from Culls:
After this, I started to bwoink.
I don't think enough IC justification was gathered on your part to warrant a three-man conga chasing after and attacking someone in maints who you weren't even sure had anything to do with Checks being sacrificed. There were multiple other heretics who could have done it and at least two Security Officers and a HoS, one of which was in the middle of talking with Fish when you attacked them. I suggested to you a few ways this could have played out better including trying to roleplay something out with Fish or reporting them to Security before taking matters into your own hands.
I think it is fair to say that the CE had enough of a reason to stand his ground and prepare defences or get a weapon, but being told by the CE that he was being targeted by Fish didn't seem like the reason you went to fight them in the first place. To me, it seemed like you had already made up your mind after you told your co-worker to arm themselves with a fire axe and then tried to conduct a search on Fish by yourself.
However, I would like to hear from other administrators, this was a note that I placed without first gathering other opinions in the bus since it was rather late. I have personally always played things safe when it comes to Manuel's validhunt rules so who knows, maybe I am being a bit heavy-handed here.
Also let me know if I missed something with the logs. I am still trying to get a hang of log diving!

Fish is forced to reveal his hand breaking a blade.I don't think enough IC justification was gathered on your part to warrant a three-man conga chasing after and attacking someone in maints who you weren't even sure had anything to do with Checks being sacrificed. There were multiple other heretics who could have done it and at least two Security Officers and a HoS, one of which was in the middle of talking with Fish when you attacked them. I suggested to you a few ways this could have played out better including trying to roleplay something out with Fish or reporting them to Security before taking matters into your own hands.
I think it is fair to say that the CE had enough of a reason to stand his ground and prepare defences or get a weapon, but being told by the CE that he was being targeted by Fish didn't seem like the reason you went to fight them in the first place. To me, it seemed like you had already made up your mind after you told your co-worker to arm themselves with a fire axe and then tried to conduct a search on Fish by yourself.
However, I would like to hear from other administrators, this was a note that I placed without first gathering other opinions in the bus since it was rather late. I have personally always played things safe when it comes to Manuel's validhunt rules so who knows, maybe I am being a bit heavy-handed here.

The officer dismissed the conversation about two seconds before Cull first shoved. I do not know if Cull was aware of the conversation at all, since line of sight in maintenance is a fickle thing. But it’s worth noting the fact that the security officer was done with them at that point. They didn’t interfere with the security officer at all in that regard.

Yo! Thanks for the quick reply, I wanted to reply a bit earlier at lunch but doing this on mobile is pain. your log diving skills are excellent, but I believe that you left out the part in the conversation where Fish told Moore he was going after Checks, unless I don't see it. Anywho! I think the crux of the note and the discussion boils down to if I had enough IC justification to reasonably assume that Fish was the one who sacrificed Checks. So I'm going to go over all the clues and reasoning and we'll see where we get.
Roundstart. We see rifts in engineering lobby. We know instantly there is a heretic in the department because of how early we are in the shift.
Myself, and Checks and I think a third engineer are on the SM, I know that I'm not a heretic, duh, and I know the other two aren't touching rifts either because they are with me.
I go to atmos, both techs are setting up atmos stuff, so they're not touching rifts either.
Fish is also absent from engineering for most of the round.
At some point Fish is detained by security on suspicion of being a heretic. At the time, I had no idea he was just detained and I thought he had been arrested.
Later, Checks says heretic speech on the radio
we return and find the aux base with a heretic rune and the glass to the internal airlock unbroken with no signs of a break in, meaning that whoever did the deed had access
The pool of people who have access to the aux base are small enough to narrow our search down quite a bit. The pool of people who have access to the aux base and that we suspect to be a heretic is even smaller.
I attempt to talk to and bag check Fish, who is clearly not interested. He cuts the conversation short and leaves.
The CE declares Fish to be a heretic, confirming our suspicions and giving us a prime suspect for the murder.
Deduction is very powerful, and I understand it's important to not makes huge leaps in assumptions when you're doing stuff like this. However, this is like 1+1=2 stuff. We were either talking with or building things with all of the other engineering staff. The only other people who could've sac'd Checks without breaking in to the aux base were engineers and miners, and of those jobs only one of them was a suspected heretic. As for talking to fish, I got a "You're not security" *clap and that was it. Even if I pursued him further into dorms during the convo and demanded to know what happened, I doubt I would've got any meaningful info out of him, especially after seeing the logs of his conversation with the security officer.

Sorry for the delay, I was able to gather a few opinions including that of my admin trainer and they agree with me that this note was justified.
I think you went a little too far with the limited information you had and it crossed into validhunt. A clear verifiable action of wrongdoing should be established ICly before taking matters into your own hands against another player you suspect of being an antagonist, this was not present in this case and the logs paint a clear picture of that.
Forming a valid mob over suspicion and hunting down Fish I believe went against RP Rule 4. I will not be lifting note so it'll be up to the headmins to decide this one.

Sorry for the delay in the reply. I do not disagree with the accuracy of the note. We went after the heretic, and even if the ultimate goal wasn't the killing of the heretic we still went after him. The reason for the appeal is that I think that the rule 4 precedent cited in the original post gives crew leeway to go after bad guys who mess with them/kill their co-workers who are doing stuff with them.

We'll swing around to give an opinion on this at some point, but keep in mind that this is a 6 month expiring note. There is a far higher barrier to getting it overturned than even a regular note, since it basically auto-appeals and vanishes when it expires.

G'day, we've had an internal discussion about this and it seems close enough to validhunting for us to uphold this note.
It doesn't feel that you had enough interactions with the victim personally to justify hunting them to such an extent.
It expires in 6 months anyway so it's w/e be good.
